Sir:-
I am directed by Secretary Sir E.Grey to transmit
herewith to be laid before Mr.Secretary Harcourt,copy

of a despatch from the British delegates to the recent
International Opium Conference enclosing a draft resolu-
tion drawn up by certain of the delegates, and after-
wards unanimously adopted by the Conference, on the
question of the ratification of the Opium Convention of
1912.
Sir E.Grey proposes, subject to the concurrence of
Mr.Harcourt, that His Majesty's Government should approve
the terms of the resolution.
I am also to transmit herewith, a copy of the in-
structions as finally issued to the British delegates.
Certain slight alterations were made on the recommenda-
tion of Sir W.Collins in the draft enclosed in the
